Whelnja Jacnek: Exp scrolls and buffs are your friend here.  To this end, befriend an Equilibrium, Hidden One, Nature’s Fury, or possibly Wind of Fate or create a second account with an EQL, HID, NTF, or WOF char.  As it’s one of the Unlockables, creating a separate account, running a norm class up, and then creating an EQL is a bit more work than just leveling up normally.  That being said, it’s one of the first skills an EQL can learn, so you don’t have to find one that’s very high level.  The next best is a level 40 or higher NTF, or a 75 or higher HID.  WOF’s power only comes at 65, works only for fighting (which is the longest way of leveling assuming you know what you’re doing), and like most of the class skills has only a chance of working (or making things worse) so that’s probably an ‘only if you can’t find any of the others’.  Usually if you make friends leveling with your main, they’re fine with helping you make a secondary character, as long as you’re not rude and don’t demand they help you out in a way that inconveniences them.  Letting them get that rare item, paying them a small sum, or helping them out with crafting or clue items is a great way to show your appreciation!

Investigation, particularly item delivery Missions, is one of the best ways of leveling here, particularly since some of the Clues can be found in the Bazaar.  I particularly recommend Clue Missions for Police or Criminal keyword Allegiances.  Some of those are even repeatable; look them up online first to see what you should buy in bulk.  Your main should give your secondary character a lot of money.

Buy Rumor items, and spread Rumors for EXP.  The Rumormongers are going to be your best friends here.  Some rumor items are even available from normal vendors and not just on the Bazaar.  You won’t get as much EXP from this, but it’s a lot cheaper.  Especially use this technique during Holiday Event Rumors.

Low-level Dueling is one of two points during which you want to actually fight things.  This is an especially important part of your regimen if you’re playing a different Class and want to get a handle on how they play.  The other one is Shadow Dungeons.  Run them to get a handle on your character and also get items (equipment, investigation items, Rumor items, and crafting items).

Crafting is also a huge part of your EXP run.  Any types will be useful, but you probably want to concentrate on potions and equipment.  Sellables are a bonus, and will help pay for the rest of this.

If you can find any Lore items on the Bazaar, grab them; they'll help a little.
