It's only really a workaround for the ability to popout a window. (Stands So Far chapter forthcoming).
But:
1) Open a new window.
2) Sign into google.
3) Where you go to Drive and other google apps, next to your user icon, click on the 9-dot thing.
4) Go to Chat.
5) Click on who you want to talk to.
6) Fullscreen the chat, and resize your window.
7) Move the window to where you want it.
Note that this is a lot of steps to simply do a one-button process that they had before. I'm sorry. Google does this.
Note also that you will have to do this separately for every single chat you want to be able to drag around and arrange like you normally would. Is it the only way to replicate the ability to do something in a different window as you type to your friends (within the google ecosystem, anyway)? Yep, as far as I know. (Note also also: I have no idea if this works in multi-user chat. Because that's a different app now. Because screw the common user, business users are what matters.)
