At Level 0 (after the tutorial), you choose your two starting Level 1 skills.  Level 1, you get your starting Type skills, plus you can choose one or more Level 1 skill (it depends on your Type).

From there, every 5 levels, you can get another skill.  You get a max of 64, which depending on what skills you buy means that you get about 8 levels that you can’t buy a skill on.  You definitely want to save a few slots for your master class. 

If you choose not to get a Skill, you can level in the same way as you do on the rest of the levels (example 2, 3, 4, 6, 7, 8, 9).  You can level up a Trait or one of your pieces of equipment.

Once you reach level 20, you choose two Preferred Skill Columns.  Skills outside of the column will take 2 slots from then on.  I actually recommend that you buy Skills outside your Preferred skill columns for the first seven or so skills (before 20) because it’ll cost you more later.

If you want to run it streamlined, you can do that.  It won’t be easy, but given the importance of weaknesses, as long as you can target those (or even can physical and just have good equipment and a good ability to dodge) you can totally play with 5 buttons if you feel like.  It will involve skill, and by that I mean player skill.

If you want, you can also add skills.  There are things called Skill, Equipment, and Trait scrolls.  Skill scrolls are rare and will only give basic skills (Zio, Garu, etc), which are mostly used to give yourself the ability to exploit certain weaknesses.

Equipment scrolls upgrade your equipment and are the most common drop.  Trait scrolls can be a little rare, but you can usually find the ones you need on the Bazaar or trade for them.

The in-game Builder is your friend.  You can customize quickslot layouts and equipment (and best of all it doesn’t use extra inventory space).  It can occasionally be buggy, unfortunately, but they’ve worked out most of the issues by this point.  Most people have a Social/Clues build and a fighting build at the very least (you can use up to 5; most people don’t).
