Written largely because...well, Giles probably didn't want the Slayerettes to learn to fight, since a) I think he still had some of that Watcher programming instilled, so 'Watcher must be in control Slayer shouldn't have friends and if she has friends they should be controlled and shouldn't fight' (seriously, I have feelings that since Giles was so anti-Watcher's Council and ended up still following some of their really awful things such as the Cruciamentum some type of cultist-type brainwashing was involved) and b) he didn't want to encourage them, but since they're really stubborn and won't step back he could have at least ensured they had the training so were less likely to be killed.
Xander in this 'verse refuses to just sit back and let someone dictate his life to the point of not learning self-defense on a Hellmouth, particularly with his Hero of the Night plans.
(Oh, also, with Tonys in his head, he's really hard to embarrass and isn't put off at all by his friends having fun or flirting or making out around him, which makes him a good chaperone for the two since he won't let them get hanky panky or get all lost in 'we'll never be happy again'.)
Willow probably misreads his intentions, though.

In this case, the two aren’t dating anymore, but he wants them to be comfortable as exes, too, like he is with Cordy. So to learn martial arts with Buffy and Angel? Ignoring Giles’ own prohibitions on the matter?
